Robert Dugan serves as a Director and Past Chair of the Placer County Water Agency, Chair of the Middle Fork Project Finance Authority which manages more than $3B in water supply assets for the people of Placer County, and a member of the Executive Committee of the Northern California Water Association. Dugan also served almost 10 years on the Regional Water Authority, a JPA serving the greater Sacramento and gold country region for regional water management and planning.
He is a recognized leader in water policy, infrastructure, natural resource stewardship, and regional collaboration, with more than four decades of experience working at the intersection of public policy, economic development, and community leadership. Prior to being elected to Placer Water's Board, he served on the City of Roseville Planning Commission for 10 years.
Since joining the PCWA Board in 2012, Dugan has focused on water reliability and affordability, hydroelectric generation, watershed stewardship, infrastructure investment, and long-range resource planning. His leadership reflects a commitment to balancing the needs of local communities, agriculture, business, recreation, and the environment while ensuring that future generations inherit the same opportunities created through the vision and investments of those who came before them.
In 2021, the Association of California Water Agencies recognized Dugan with its Excellence in Water Leadership Award, alongside his colleague Sacramento City Councilmember Jeff Harris for their leadership on regional water issues and efforts related to the American River and broader regional water management discussions.
Dugan believes water is more than a utility—it is a public trust. His work is guided by a stewardship philosophy that emphasizes collaboration, responsible resource management, and building resilient systems capable of serving California for generations to come.
He also serves as the President and CEO of the California Construction and Industrial Materials Association and is a member of the Executive Committee of the Sierra College Foundation where he served as its President for 10 years. A lifelong advocate for building things that matter, Dugan has spent more than four decades helping shape the policies, institutions, and partnerships that support California's quality of life. His work has touched transportation systems, water infrastructure, workforce development, higher education, economic development, and the construction materials that form the foundation of modern society.
Guided by the principles of stewardship, collaboration, and Acta Non Verba—"Deeds, Not Words"—he is recognized as a catalyst who brings people together to solve problems, strengthen institutions, and leave communities better positioned for the future than he found them.
